වසර දහසකට අධික කාලයකට පෙර සිටම පුස්තකාල සම්ප්‍රදායකට උරුමකම් කියූ ඓතිහාසික පොළොන්නරුව ලෝක උරුම නගරයේ ඥාන ගවේෂණ සම්ප්‍රදාය නූතන යුගයට ගෙන යන පුරුක ලෙස “බුද්ධි මණ්ඩප මහජන පුස්තකාලය” එවකට පැවති සුළු නගර සභාවේ සභාපති එම් .එස්.හපුආරච්චි මහතා විසින් වර්ෂ 1965 ක් වූ සැප්තැම්බර් මස 25 දින ආරම්භ කරන ලදී.

රජරට දැනුම් කේන්ද්‍රය වශයෙන් හඳුනාගත් මෙම පුස්තකාලය කාලීන අවශ්‍යයතාවයක් ලෙස සංවර්ධනය කිරීමේ අරමුණින් වර්තමාන ජනාධිපති අතිගරු මෛත්‍රීපාල සිරිසේන මැතිතුමා මහවැලි සංවර්ධන අමාත්‍යධූරය දරන කාලයේ රජරට නවෝදය ව්‍යාපෘතිය යටතේ “පුලතිසි බුද්ධි මණ්ඩප මහජන පුස්තකාලය” ලෙස නව මුහුණුවරකින් විවෘත කරන ලදි.‍

දස දහසකටත් අධික පාඨක සමූහයකට දැනුම සපයන දෙවන ශ්‍රේණියේ පුස්තකාලයක් වන මෙම පුස්තකාලය සතු දැනුම් සම්භාරයේ විශාලත්වය විවිධ අංශයන් වෙත පැතිරී පවතී. ත්‍රෛභාෂාවම නියෝජනය වන පරිදි පොත් 32000ක ප්‍රමාණයක් ඇති අතර මෙම ග්‍රන්ථ එකතුව පොළොන්නරුව කෘති, මාර්ටින් වික්‍රමසිංහ කෘති, ඩබ්.ඒ.සිල්වා කෘති, ප්‍රාදේශිය ලේඛකයන්ගේ කෘති එකතුව ලෙස සුවිශේෂී එකතුවකින් පූර්ණ වී ඇත. විවිධ විෂයන්ට අයත් සඟරා වර්ග 30ක එකතුවකින් සඟරා අංශය ද, ත්‍රෛභාෂාවෙන් ප්‍රකාශිත පුවත්පත් එකතුවක් ද ළමා පොත් විශාල එකතුවකින් යුතු ළමා අංශයක්ද ඇත

පුස්තකාලය ප්‍රධාන වශයෙන් බැහැර දෙන අංශය, විමර්ශන අංශය, කියවීම් අංශය, සඟරා අංශය, නැණසල සමඟ තොරතුරු තාක්ෂණ අංශය හා පොත් සංරක්ෂණ අංශය ලෙස අංශ 06 කින් සමන්විත වේ. පුස්තකාල ව්‍යාප්ත සේවාවක් ලෙස පුස්තකාල ජංගම සේවයද ළමා පාඨකයන් සඳහාම ශ්‍රව්‍ය දෘශ්‍ය මාධ්‍ය භාවිතා කරමින් ඔවුන්ගේ දැනුම හා කුසලතා වර්ධන වැඩසටහන් ද පවත්වයි.සෑම වසරකම සාහිත්‍ය මාසයේදී පාඨක ප්‍රවර්ධන වැඩසටහන් ද පවත්වනු ලැබේ.

පළාත් සභා හා පළාත් පාලන අමාත්‍යාංශයේ මෙහෙයවීම මඟින් ශ්‍රි ලංකා විවෘත විශ්ව විද්‍යාලයේ පූර්ණ තාක්ෂණ දායකත්වය සහිතව මෙම මහජන පුස්තකාලයට ස්වයංක්‍රීයකරණය කිරීමේ වැඩසටහන හඳුන්වා දෙන ලදී.

2017 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.

Polonnaruwa is an ancient city carrying a history of library tradition for more than 1000 years. Providing a link to this tradition “Buddhi Mandapaya public library” was established by Mr.MS Hapuarachchi a former chairman in Pradeshiya Sabha on 25th September 1965.

Reckoning libraries’s significance as the knowledge hub for Rajarata community, the current president of Sri Lanka, His Excellency Mithreepala Sirisena, who was the Minister of Mahaweli Development at that time, refurbished and developed this library under “Rajarata Navodaya”. Pulathisi Buddhi mandapaya is a grade II library which caters to more than 10,000 users and consists of around 32,000 of book collection including Polonnaruwa collection, Martin Wickramasighe collection, W. A. Silva collection and books by Provincial authors in three languages. The periodical section has a collection of 30 magazines on various subjects. The library also offers a collection of newspapers in all three languages and the kids section is equipped with a large collection of children’s books. The library consists of 06 sections namely Reference, Lending, periodicals, book conservation, IT section with Nenasela and reading room. The library also provides extension services such as mobile service, skill development programs for kids using audio visuals.

In 2017, the library automation program was introduced to this library under the guidance of Ministry of Provincial Councils and Local Government and technical support of the Open University of Sri Lanka.

In 2018, The Digital Libraries Project was implemented at this public library by Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue
